The design-build contractor for Section 5 of I-69 said it shouldn't shoulder all the blame for payment issues that have caused at least one major subcontractor to stop working on the project, according to a statement released Thursday evening.

In a news release, Isolux Corsan cited permitting issues that affected cash flow as the reason for not meeting payment deadlines.

"Per our contract, Isolux Corsan brought 10 of these issues — referred to as 'relief events' in the contract — to the attention of IFA (the Indiana Finance Authority), requesting the state’s review and consideration for extra work costs and/or a deadline extension due to these factors outside of our control," the release states. "Failure to grant extra work costs or a deadline extension impacts cash flow and may delay payment to subcontractors. We have met with our subcontractors to fully inform them of these issues."
