Work began on Indiana’s first “Moving Forward” energy-efficient affordable housing and transportation development.

BWI LLC broke ground Sept. 6 on the Posterity Heights Scholar House project on the 28-acre site of the former McMillen Apartments in southeast Fort Wayne. 

The $42-million, multiphase development is designed to provide net-zero housing, electric car sharing, an on-site early childhood learning center, education and job opportunities, healthy food and other amenities for traditional and single parents on a path to self-sustainability.

The development is the first of six such projects planned, each with its own characteristics and developer. Other projects will be built in Indianapolis, Bloomington and Lafayette and two are planned for East Chicago.

The Moving Forward Program, launched in 2015 by the Indiana Housing and Community Development Authority and Energy Systems Network, is designed to create affordable housing that increases quality of life while decreasing the cost of living for low-to-moderate income individuals and families.

Posterity Heights will include four phases, the first of which will contain 44 two- and three-bedroom apartments and is expected to be completed next summer.

The second phase will include a commercial retail and training center as well as a tech business incubator, grocery and health center. The third and fourth phases will be affordable rental townhomes, market rate single family homes, pocket parks and a community garden.
