Public art is a component of placemaking efforts underway in Bluffton. The Wells County city was among 15 communities chosen in March to be part of Indiana University’s 2026 Rural Placemaking Studio.

One of Mayor Scott Mentzer’s priorities since taking office in August has been developing and improving quality of place in the Wells County city. He said people increasingly choose communities based on experience, connection and environment – not just geography.
