The yearslong saga of attempting to plan and build a justice center in Monroe County? It continues.

With no end, and no new jail, in sight.

An Aug. 29 Monroe County Council meeting intended to introduce building designs, the complex's $225 million price tag and a timeline turned to talk about financial realities that threaten the project.

The core of the issue is a 2025 change in state law that caps the amount of local income tax (LIT) revenue that can be used to finance bonds for capital projects such as the proposed justice center.

That lands Monroe County in a quandary, essentially cutting off its funding mechanism for a new jail, which an ACLU lawsuit mandates, and a related building for offices such as the courts, prosecutor and public defender.
