The Indiana Commission for Higher Education’s operating theme these days is based on the title of a report it issued called “Reaching Higher, Achieving More.”

Indiana University President Michael A. McRobbie appeared to suggest Friday that the highest IU can reach for when it comes to state funding in the next biennium is the status quo — flat funding, as opposed to a significant cut — when he made the university’s presentation to the commission at its meeting at the Indiana Memorial Union.

“I want to be clear, I’m not really wanting to complain about this,” he said, acknowledging state and federal financial constraints.

But after rolling out several reasons why the university should be rewarded for efforts at cost containment, student affordability and degree production, he showed the commission IU’s calculation of the state’s funding formula, a 1.5 percent decrease in funding to the Bloomington campus and a 0.1 percent decrease university-wide.
