Nonprofit organizations win government contracts in more than twice as many human services categories as for-profit businesses.

In Allen County, for example, economic development, language translation and maternal health care are areas where nonprofits are paid to deliver services to residents. Local officials say it makes sense to issue contracts to nonprofits with expertise rather than duplicating efforts.

Those arrangements mirror results of a study of local government practices statewide, released in August by the Indiana University O’Neill School of Public and Environmental Affairs and the Lilly Family School of Philanthropy at Indiana University Indianapolis.
