Cigarette tax debate reignited

INDIANAPOLIS - Political maneuvering over a cigarette tax increase resurfaced Wednesday with House Republicans promising enough votes to pass a 40-cent-per-pack increase, if Democrats accept the governor's health insurance plan without modification.
