EDITORIAL: Tax problem won't blow over

We sense a property tax "perfect storm" on the horizon: Taxes are being billed late and will be paid late. That will hurt the local institutions that depend on property taxes for their support. Loans to tide them over mean more interest, which means higher operating costs.
