Imagine how hard it would be to run Fort Wayne city government under this scenario:
The city had not one mayor, but three, and they not only administered city business but also passed laws.
The police chief was elected separately and was under no obligation to follow mayoral directives on staffing, budgeting or priority setting.
The city controller was also elected separately and had different ideas from those of the three mayors on how money should be allocated and tracked.
