INDIANAPOLIS - House Democrats tried to buttress their bargaining position Wednesday by vastly amending a resolution that would place property tax caps into the Indiana constitution - a central part of Gov. Mitch Daniels' tax-relief plan.

After months of discussing ways to overhaul Indiana's property tax system, Democrats threw a new idea on the table with no data to back it up, something Republicans called an embarrassment and Daniels termed "half-baked."
