There is a lot to like about the property tax overhaul plan put forth this week by Indiana Gov. Mitch Daniels.

In typical Daniels fashion, it is bold and daring. In fact, it arguably offers the single-most signficant change in Indiana tax policy since Gov. Otis Bowen more than 30 years ago read the national political tea leaves correctly and capped property taxes, shifting huge costs to the state.
