Imagine how hard it would be to run Fort Wayne city government under this scenario:

• The city had not one mayor, but three, and they not only administered city business but also passed laws.

• The police chief was elected separately and was under no obligation to follow mayoral directives on staffing, budgeting or priority setting.

• The city controller was also elected separately and had different ideas from those of the three mayors on how money should be allocated and tracked.
