Tax caps have local governments in limbo

The property tax uproar across parts of Indiana last year prompted the General Assembly to devote the bulk of its time this session to cutting Hoosiers' bills.

Yet as representatives and senators debate fundamental changes in the state's tax system, local cities, counties and schools have been left in the lurch. Money once thought available to pay police, build schools or other normal activities may be stripped from their budgets in favor of leaving it with property owners.
