FRANKFORT, IN — After a nearly five-hour-long meeting packed with public comment from dozens of Clinton County residents, the county's Area Plan Commission voted to recommend to rezone 714 acres of land to the county's commissioners that could pave the way for a data center.

The voting body of seven dwindled by two. APC President Grant Mohler announced he recused himself because of a conflict of interest pertaining to family members with property included in the rezone request, and voting member Chad Colby said he "couldn't objectively hear this case" but did not elaborate before leaving the room.

Logistix Realty, the developer behind the proposed data center in Clinton County, filed a request in mid-December for a rezone of 714.55 acres of agricultural land to be zoned I-1 for light industry. The land encompassed in the request, according to the APC agenda, is bordered by West Farmers Gravel Road, North County Road 300 West and West County Road 0 North/South. A second parcel is bordered by North County Road 300 West, West Farmers Gravel Road and West County Road 50 North.

APC Executive Director Liz Stitzel asked the standing-room-only crowd for patience, as she worked her way through reading the large stack of papers that included 14 legally binding commitments for the developer and any future owners of the property. The commitments addressed several public concerns for the large-scale project, including sound limits at 65 decibels, a closed-loop water system, restrictions on drilling wells, and decommissioning plans for any buildings so they could be repurposed should the data center close.

Stitzel said the commitments will be key to seeing the project move forward, given the amount of the land up for rezoning.
