Mayor McShurley shutting down Muncie's animal shelter

MUNCIE -- In a city council meeting that at times resembled a dog fight, Mayor Sharon McShurley on Monday night announced she was shutting down the city's animal shelter.

"We don't have the resources to keep it open," she said.
