With new figures in hand from the state showing higher-than-expected county income tax revenues for 2009, the Monroe County Council Tuesday reinstated one of two positions that had been cut during previous budget hearings and approved $1,000 raises for each full-time employee in next year's budget.

But at the same time, council members voted to prepare the paperwork to raise income tax specifically for juvenile use in an effort to raise additional dollars for the Youth Services Bureau. Director Ron Thompson had approached the council to say his proposed 2009 budget wouldn't work with the cuts the council had made to it earlier.
