Delaware County ethanol plant still coming, investor says

MUNCIE -- Although construction has yet to begin, a proposed Delaware County ethanol plant will be built, a New York investor maintains.

"It has taken longer than we anticipated," said David Khalilzad, president and chief executive officer of U.S. Ethanol Holdings. "But we feel very confident."
