INDIANAPOLIS - Gov. Mitch Daniels slipped a new education initiative into his sixth State of the State address Tuesday night - ending the "social promotion" of students to higher grades who can't read.
But the majority of the speech focused on the state's economic struggles, as he leveled with Hoosiers and legislators gathered in the Indiana House about the problems and what the future holds.
"The plain truth is that life is difficult tonight for far too many Hoosiers," Daniels said.
