The Indiana State Board of Education sent Indiana school districts guidelines for how to slash budgets to accommodate the governor's cuts to education, including freezing salaries, eliminating sports or charging students to play and outsourcing services.

The Citizens' Checklist outlines a series of changes the state board wants public educators to discuss to avoid or minimize laying off teachers. School officials statewide are trying to figure out where to cut their budgets in light of Gov. Mitch Daniels' announcement in December that he was cutting $300 million, or 3.5 percent, of school spending to match dwindling tax revenue.
