MUNCIE -- Details of an alternative plan to spare the Muncie Fire Department from a large-scale layoff are no longer a mystery.
The six-step plan, drafted by a group that calls itself the Community Action Committee, calls first and foremost for consolidating the city and Center Township fire departments.
