SOUTH BEND - Mayor Stephen Luecke's office is proposing a 20 percent cut in its 2010 budget.
The Building Department wants to shave off 5 percent and the Human Rights Commission will chop 14 percent out of its budget.
Funding to the College Football Hall of Fame - mostly debt service paid on a $9.9 million balance - is flat-lined.
