SOUTH BEND - Mayor Stephen Luecke would recommend laying off 19 police officers and 45 firefighters, closing various parks facilities, and would consider shuttering the zoo next year if city and county leaders don't pass a proposed income tax hike by the end of the month, the mayor announced Wednesday.
Across all city departments, the administration proposes cutting more than 200 employees, or more than 15 percent of its work force.
