MUNCIE -- Dale Hancock is skeptical the federal stimulus plan will improve his lot in life.

The Star Press caught up with Hancock Friday afternoon outside the Muncie WorkOne office. Hancock, a middle-aged Delaware County resident, is the victim of a plant closure at Eaton Corp. in Greenfield, where he worked for three years and earned $17.25 an hour.

"I haven't seen (the stimulus) helping a whole lot yet," he said. "They keep saying it is."

The enormity of the stimulus plan, formally known as the American Recovery and Reinvestment Act of 2009, has left many Delaware County residents both anxious and confused. President Barack Obama has promised transparency through recovery.gov, but with both the stimulus and its Web site still in their infancies, many questions remain unanswered.
