SOUTH BEND — An agreement for a 291-unit luxury apartment complex and parking garage on the site of the south Crowe Chizek building on the west side of the St. Joseph River was approved Thursday by the South Bend Redevelopment Commission.

Carmel, Ind.-based J.C. Hart Co. plans to demolish the south Crowe Chizek building and build two residential buildings, with a 396-space parking garage within one of the buildings. The project will be on the riverfront along the west bank of the river, across from Howard Park. The north building will remain the company's headquarters.

The project calls for Hart to provide $61.5 million toward the project. The city would use its recent award of $5.64 million of money from the Indiana READI 2.0 fund for road and infrastructure improvements to the new complex.

The Redevelopment Commission agreed to establish the land in the proposed apartment complex in its own tax incremental financing area (TIF). Taxes collected in the area in the future will go toward paying off bonds that will be the responsibility of the developer rather than the city.

After the sale sometime later this summer, officials said, demolition would take place and construction could start, with a tentative completion date by the end of 2028.
