Special prosecutor: No charges against Indiana AG Curtis Hill

In his report filed with Marion County Superior Court 4, Sigler states there was “insufficient evidence of Hill’s intent to touch the victims in a rude, insolent or angry manner to constitute a battery, and a lack of evidence of force with respect to the statutory requirements of sexual battery.”

Sigler’s decision is based on an investigation conducted by the Indiana Inspector General’s Office and Indianapolis Metropolitan Police, which launched in July 2018 at the direct request of legislative leaders from both parties and included interviews with 56 witnesses and other evidence.

“The investigation was thorough and fair, and provided a significant amount of witness input and documentary evidence to make an adequate assessment,” said Sigler. “That assessment concludes that the findings did not demonstrate the crucial elements needed to support a conviction of battery or sexual battery under the law.”

Sigler communicated his decision to Hill’s accusers and Hill’s attorney prior to Tuesday's press briefing.
