West will occupy the warehouse at 989 Opportunity Parkway, which housed BWI Group from 2019-2024. Company leaders hope to create over 300 high-paying job in manufacturing, quality, engineering, automation and support functions at the future Greenfield location.

West has locations in Arizona, Florida, Michigan, Nebraska, plus its global headquarters in Pennsylvania. West’s expansion into Indiana represents the company’s focus on its Midwestern operations.

Greenfield City Council member Dan Riley noted the pharmaceutical industry is a competitive one to land.

“Project Crossroads — as we have called the West project — is an exciting addition to our manufacturing, distribution and commercial portfolio,” he said. “Pharmaceutical manufacturing is an innovative field that communities compete fiercely to land, and Greenfield is proud to be a destination for a company building the future of global health.

“West is a community-minded company that wants not to just have a facility here, but be a part of the city as we continue on our path of quality growth. We look forward to their coming to 989 Opportunity Parkway in 2026.”

Under the Project Crossroads code name, Greenfield City Council approved a letter of commitment affirming the body’s support for the project at a November meeting. In the letter, the company would invest $48 million in machinery and equipment between 2025 and 2028, and an additional $42 million in capital investment between 2029 and 2035.

When West first moves in, according to the letter, there will be 90 jobs with an average salary of $75,000. Between 2027 and 2030, the number of jobs at the facility will grow by 210 employees, “subject to customer demands and solutions.”

The letter also states Greenfield City Council would consider a granting a 15-year personal property tax abatement to the company, with potential tax savings of $5.5 million.

Greenfield has had a long history of involvement in the pharmaceutical industry. The Lilly Biological Laboratories on U.S. 40 was built in the 1910s and was a laboratory complex for Eli Lilly and Co. until Lilly sold it in 2008. That property is now home to toxicology and developmental and reproductive toxicology facilities for Labcorp.

In 2007, Elanco, a pharmaceutical company focused on drugs for animals, moved its global headquarters to a dedicated campus located at Interstate 70 and Ind. 9 to Greenfield. Last year, Elanco vacated its Greenfield campus to move into a new headquarters complex in Indianapolis.

Indiana has emerged as a major pharmaceutical hub in the United States and worldwide, with companies such as Lilly, Roche, Zimmer Biomet and Elevance Health either being headquartered or having a significant base of operations in the Hoosier State. A 2024 report by the Biotechnology Industry Organization showed the Indianapolis metropolitan area as fourth in the nation for number of employees in the pharmaceutical industry.

“This investment will bring more than 300 high-paying jobs to a state that leads the nation in advanced manufacturing, life sciences and logistics,” Indiana Gov. Mike Braun said in the press release. “Indiana’s capable workforce and strong business environment continue to attract world-class companies like West. I am glad to see West join the Hoosier economy and look forward to witnessing their long-term success here.”
