INDIANAPOLIS — Indiana lawmakers began deliberating a bill Tuesday that would enable children from low- and moderate-income families to use publicly funded vouchers for private school tuition.

The idea is one of the most controversial parts of a comprehensive education reform package that Gov. Mitch Daniels and Indiana schools Superintendent Tony Bennett have laid out for this year's Republican-dominated General Assembly.

The House Education Committee heard four hours of public testimony Tuesday, but that still wasn't enough time for everyone who wanted to speak. Committee chairman Rep. Robert Behning, an Indianapolis Republican who also is the sponsor of House Bill 1003, scheduled the meeting to continue this morning.
