According to an audit by CPA firm Katz, Sapper and Miller, the Indiana Finance Authority’s major accomplishments in fiscal year 2012 included:
• Paying $638 million in principal and interest on long-term bonds.
• Loaning $212.4 million to Indiana communities to fund drinking water and wastewater infrastructure projects.
• Refinancing $146.3 million of State Revolving Fund bonds resulting in present value savings of $17.4 million or 11.9 percent of the refunded bonds.
• Refinancing $61.4 million of State Office Building bonds, resulting in present value savings of $4.7 million or 7.65 percent of the refunded bonds.
Indiana Finance Authority board members
Chris Atkins was appointed by Gov. Mike Pence as director of the Indiana Office of Management and Budget on Jan. 14, 2014. As OMB director, Atkins serves as the chief state fiscal office. He also serves as the state budget director.
Prior to his appointment, Atkins was policy director for Mike Pence for Indiana, Pence’s election campaign group. He played a major role in developing 13 policy white papers and the Roadmap for Indiana.
In 2008, Atkins was the general counsel and policy director at the Indiana Office of Management and Budget, where he advised Gov. Mitch Daniels and senior administration officials on tax and fiscal policy and helped develop and implement Daniels’ tax and fiscal policy agenda.
Before joining Daniels’ team, Atkins was senior tax counsel and director of State Fiscal Projects at the Tax Foundation, where he specialized in analyzing federal, state and international tax policy from a legal and economic perspective.
Before joining the Tax Foundation, Atkins was director of tax and fiscal policy at the American Legislative Exchange Council (ALEC), where he worked with state legislators nationwide to develop and implement fiscal policies.
Richard Mourdock (Member):
Richard Mourdock was elected as Indiana state treasurer in 2006. He was an unsuccessful candidate for the U.S. Senate in 2012.
Mourdock serves as Indiana’s chief investment officer, where he seeks to maximize the return on the state’s investment portfolio, and serves on a total of 13 boards and commissions in his official position. Mourdock, as the state treasurer, is a statutorily required IFA member.
Owen B. (Bud) Melton, Jr. retired on Dec. 31, 2003 as president and chief executive officer and a member of the board of directors of First Indiana Bank, N.A., and as president and chief operating officer and a member of the board of directors of First Indiana Corporation. Before being elected president of First Indiana in October 1983, Melton held the position of chairman, president and chief executive officer of Diamond Savings and Loan Company, in Findlay, Ohio. Prior to his arrival at Diamond Savings and Loan Company, Melton held the position of executive vice president and chief operating officer of Skokie Federal Savings and Loan Association, Skokie, Ill.
Harry F. (Mac) McNaught, Jr. (Member):
Harry F. (Mac) McNaught has served as president/CEO of Denison Properties since 1991, and initiated its development of mixed-use business parks and other mixed-use developments in metropolitan Indianapolis. Preceding his role at Denison Properties, in 1979 McNaught joined Baker and Daniels law firm where he became a partner in 1985, and specialized in real estate and land use law. McNaught serves as the senior director to the Saxony Development located at Exit Ten in Hamilton County and as a trustee of Wabash College. McNaught graduated from Wabash College and from Duke University School of Law.
Kerry M. Stemler (Member):
Kerry Stemler is president and CEO of KM Stemler Co Inc, a commercial and industrial general contracting firm with projects in Southern Indiana/metro Louisville, which was incorporated in 1981. He is president and CEO of KM Stemler Trucking Inc, a commercial carrier of specialized heavy construction equipment and machinery in Indiana, Kentucky regions. He has ownership of multi real estate development holdings engaged in commercial property leasing and development. He was appointed to the Ohio River Bridges Project Commission on July 15, 2009. He was appointed by Daniels to the Ohio River Bridges Bi-State Authority on Dec. 4, 2009 where he serves as co-chair. He chairs the Construction and Finance Committee for the Ohio River Bridges Bi-State Authority.
Kendra York serves as public finance director of the state of Indiana. Prior to her role as public finance director, York served as general counsel and chief operating officer to the Indiana Finance Authority. she is responsible for all legal and operational aspects of the authority.
Before her employment with the IFA, York was of counsel with the law firm of Ice Miller LLP, where her practice focused on tax-exempt financings for the state of Indiana and health care institutions. She received her bachelor of science in accounting from Indiana University, her M.B.A. from California State University, Sacramento, Calif., and her J.D. from the University of the Pacific, McGeorge School of Law, also in Sacramento, Calif. She is licensed to practice law in California and Indiana.
