MUNCIE -- A few hours before news broke in Washington Thursday night that the 'cash for clunkers' federal stimulus program would apparently be brought to an abrupt conclusion, local car dealers were in agreement on two points.

It was selling cars, in some cases in significant numbers.

And it carried with it bureaucratic requirements, and some still-evolving guidelines, that were proving to be a major pain in the... rear bumper.
