EDITORIAL: Tax increases should come with a promise

St. Joseph County and the cities and towns within it have been backed into a corner by the Indiana General Assembly. Caps on property tax imposed this year by House Enrolled Act 1001 will reduce revenue to local governments. Under state law, there is only one way for governments in St. Joseph County to preserve essential public services: to increase local income tax.
