Fort Wayne, Allen County growth board proposal struggles

INDIANAPOLIS - For years, leaders from Fort Wayne and Allen County have considered putting together a joint capital improvement board that would be tasked with identifying and coordinating major projects.

But just as the idea is gaining steam in the legislature, complications with the state's largest Capital Improvement Board in Indianapolis have arisen. That panel has rung up a massive $47 million annual deficit, and tax increases of all kinds are on the table to fix it.
