INDIANAPOLIS - The House Democrats' one-year budget proposal passed the Ways and Means Committee on Monday on a party-line vote, with few compromises in sight as the second week of a special budget session began.
The committee spent much of Monday debating amendments to the budget bill that addressed topics as varied as a utility controversy in Fort Wayne and the closing of a state children's home.
