When the score is tallied at the end of the General Assembly's current session, total points for the local government reform team likely won't look good. From the two dozen-plus bills filed, only a handful are now in play. But the final score will be deceiving. Slowly, surely Indiana's structure of local government and schools will change for the better, maybe not in the slam-dunk fashion that some reform proponents want, but in measured, thoughtful stages.
