Indiana's Department of Education released a 13-page memorandum and executive summary Friday detailing its evolving proposal to solicit federal Race to the Top funds for K-12 schools.
State Superintendent of Public Instruction Tony Bennett discussed Indiana's proposal, titled "Fast Forward," during a series of Web-based conference calls with school superintendents, state legislators and media. He outlined the timetable and emphasized that it is an "opt-in" process, with school districts retaining a choice whether to participate.
