INDIANAPOLIS – Senate Republicans are using whatever leverage they can find to force an agreement on an unemployment insurance bill, including holding up an education bill that could help schools cope with funding cuts.
“We think that all of these issues are so difficult that they do depend on each other, and that is not an abnormal part of this process,” said Sen. Luke Kenley, R-Noblesville, the chief negotiator on several remaining bills.
