MUNCIE -- Neither Muncie City Council nor Mayor Sharon McShurley on Monday wanted to take responsibility for a 2009 budget that exceeds predicted revenues by an estimated $2 million.

City council passed the budget 7-1 with the understanding that recent property tax reforms would make funding the plan all but impossible.

"We're going to have to cut probably another $2 million from this budget based on the information I have at this time," city controller Mary Ann Kratochvil said.
