INDIANAPOLIS - The Senate Elections Committee on Monday took the first crack at local government overhaul this legislative session when it heard divergent testimony on four election-related changes to government structure.

The proposals are based on recommendations from the Kernan-Shepard report - a bipartisan look at overhauling local government helmed by former Gov. Joe Kernan and Indiana Supreme Court Chief Justice Randall Shepard.
