The Shelby County Commissioners approved a rezoning ordinance Monday morning that will allow for Browning Investments to build a warehouse in the Pleasant View area.

The commissioners rezoned 56.27 acres at 9175 N. Frontage Road from A1 Conservation Agricultural to L1 Low Intensity Industrial with several stipulations. Browning Investments plans to build a warehouse for speculative purposes, meaning they’ll build the warehouse and another business will rent/purchase that facility after it’s built.

The warehouse will be between the HIS Corporation and Blue Star Redi Mix.

The L1 zoning provides for a full range of light and heavy industrial uses, including manufacturing, processing, distribution and storage, according to the Plan Commission’s meeting materials.

The concept plan includes a 916,720-sq.-ft. warehouse, 554 car parking spaces, 160 trailer parking spaces, approximately 6-acres of detention area, and three entrances onto Frontage Rd. This warehouse will “be similar in aesthetic, composition, and scale to the Five Below project,” according to the Findings of Fact for this case.

County officials hope this will build partnerships for future developments, with a focus on residential and commercial opportunities that utilize non-prime farmland and suitable soil conditions.

According to the meeting materials, the stipulations with this rezone are as follows:

1. The sum of the square footage of the footprints of all buildings on site shall not significantly exceed the square footage of the footprint of the building indicated on the Site Plan submitted with the rezoning application;
2. The total square footage of parking, loading, and maneuvering areas shall not significantly exceed the square footage of the parking, loading, and maneuvering areas indicated on the Site Plan submitted with the rezoning application;
3. The Zoning Administrator shall have the discretion to require Plan Commission approval of any modification to the site plan;
4. The primary structure(s) shall be consistent with the building elevations submitted with the rezoning application. The Zoning Administrator shall have the discretion to require Plan Commission approval of any modification to the building elevations;
5. At least one canopy tree per fifty lineal feet of frontage shall be installed along the length of the property that abuts Frontage Road; and
6. Landscape Buffer Yard “C” shall be installed to screen loading berths visible from I-74. The Zoning Administrator shall have the discretion to determine the location and length of the buffer yard along property lines.

The materials also list that Browning Investments will work with the Indianapolis Metropolitan Planning Organization for project inclusion and future funding applications.
