• Richmond is one of six finalists in the Stellar Communities program, a joint effort of the Indiana Housing and Community Development Authority, Indiana Office of Community and Rural Affairs and Indiana Department of Transportation. Representatives of the agencies will be making a site visit to the city May 14. If Richmond is one of the two finalists to be selected for the Stellar Communities designation, more than $21.5 million in funding could be available for projects over the next three years.

A Stellar Communities designation would mean great changes to East Main Street from Fifth to 10th streets.

Renovated store fronts. Upstairs living. Pocket parks with artwork and WiFi. Easy access for pedestrians and bicycles as well as cars. Signs directing visitors to nearby attractions.

The point of all these changes — flourishing businesses, restaurants and shops.

And plenty of people.
