The application is in. As a finalist in the state’s Stellar Communities program, Richmond delivered its strategic investment plan to Indianapolis last week.

If Richmond is selected, more than $21.5 million in funding could be available for projects over the next three years. Richmond is one of six finalists of 24 initial applicants. Two of the finalists will receive the Stellar Communities designation.

This is the third year for Stellar Communities, a joint program of the Indiana Housing and Community Development Authority, Indiana Office of Community and Rural Affairs, and the Indiana Department of Transportation. The agencies are “pooling their resources to help communities that have long-range plans,” said Tony Foster, Richmond’s director of Metropolitan Development.
