Part of Mayor Graham Richard's sales pitch for Harrison Square is that the $130 million development uses no general property taxes.
He and other proponents have touted that the downtown project is paid partly from taxes generated by the product. But because those new taxes will be captured to pay for a ballpark, parking garage and other amenities, they will not be available to help pay for the cost of public schools, police protection or even for the cost of collecting the taxes they generate.
