RICHMOND -- Even as Muncie officials ponder how to attract and keep convention and tourism business without a downtown hotel, some communities are trying to compensate with even less in the way of tourism facilities.

In Richmond in neighboring Wayne County, that means pitching the community as a destination spot for special weekends revolving around shopping and romance.
