MUNCIE -- To gauge the impact of Ivy Tech Community College coming to downtown Muncie, look north to Grand Rapids, Mich., says Ball State University planning professor Eric Kelly.
Although far greater in size than Muncie, Grand Rapids benefits greatly from fairly recent investments in its downtown by educational institutions.
