EDITORIAL: Property tax emergency measures a big step in right direction

What do to about the property tax system in Indiana? Two things:

Understand the problem.

Design a solution.

To his credit, Gov. Mitch Daniels appreciates the necessity of both. Also to his credit, he has taken a major step to lift the issue above the partisan stalemate that for so long has prevented meaningful reform in Indiana's taxation system.
