Harrison Square is a tough sell to some downtown Fort Wayne retailers

Harrison Square's developers are betting that if they build it, shoppers will come.

But before retailers can sell their cookies, candles and cocktails, the developers have to sell those retailers on the project itself. And that might not be as easy as it sounds.
