Amid this summer's furor over ballooning property tax bills, Indiana county councils have choices to make, choices that might rein in property tax bills and more widely share the pain of paying for government services.

The Indiana General Assembly this year approved three local income tax options for 2008 that counties may use to help control property tax growth: the incremental local income tax (LOIT), the property tax relief option and the public safety income tax option.
