SOUTH BEND - In the midst of the national financial downturn, local colleges are tightening their belts and holding close to their purses.
Spending cuts, delayed buying and contingency plans in case the economy becomes even worse are under way.
Hard times are expected to affect tuition rates, financial aid, employee salaries and employment opportunities.
