MUNCIE -- The year 2009 ended on a high note when the city council and mayor found a way to keep our streetlights on and our animal shelter in business.
That merely maintaining basic services was something to be thankful for should serve as a good indicator for what the rest of the year looked like for Muncie.
It was ugly on a level that was largely unprecedented.
