MUNCIE -- What advice does Larry DeBoer -- an expert on state and local public financing who spent two days in Muncie this week -- have for Mayor Sharon McShurley and other city officials?

They've got two choices -- neither popular. Either cut taxes or find more revenue.

"In a sense, you get what you pay for," DeBoer said. "I know there are always possibilities of increased efficiencies. But in the end, if we pay less to local government, local government will be able to provide less."
