A little-known provision in the state budget bill has created a windfall for some Indiana counties.

Counties with money left over after all family and child welfare costs were paid can save those dollars for a rainy day rather than use them to reduce future property taxes as originally required.

Delaware County has more than $8 million, Randolph County has nearly $1 million and Union County, the second-smallest county in the state, had more than $500,000 left when all child welfare bills were paid.
